As our newly created Assistant Director, Corporate Property, you will be joining a directorate at the start of a new and exciting era.  Whilst there are plenty of exciting new challenges ahead, strong foundations have been established to create an environment where you can maximise both your own, and the Corporate Property service’s potential.

With a proven track record of leading significant programmes of change and improving services, you will be instrumental in transferring our Facilities Management and Estates Management functions ‘in house’, and you will play a key role in implementing how these and our existing services operate in the future.  You will also be in charge of an exciting capital projects portfolio to meet Council requirements across the borough.

About the Role
Reporting to the Director of Corporate Resources, and a member of both the Corporate Resources Directorate Leadership Team and Council’s Leadership Team, you will provide strategic leadership for Bolton Council’s Corporate Property service.  Working closely with Elected Members, colleagues and partners, you will be responsible for the overall management and development of the Council’s extensive property portfolio and assets.

In addition to reviewing and strategically managing Bolton’s property and asset portfolio, which typically has revenue budgets of over £10m p.a., and involvement in a capital projects portfolio in the region of £50m p.a., you will be responsible for the development of the next iteration of the Council’s Strategic Asset Management Plan (SAMP).  This will provide a framework within which Bolton Council can continue to secure operational and financial benefits of an estate which aspires to standards of best practice.  In addition, one of your key tasks will be to lead on plans to bring our Facilities Management and Estates Management functions in-house by May 2025.  This is a significant undertaking but provides an opportunity for the successful applicant to shape the future delivery model of the Corporate Property service.  Following a strategic review of the Corporate Property function over the last 18 months, the service is now in a strong position to work with you to develop and realise the opportunities of our extensive property portfolio and asset base.  

About You
This role requires an individual with significant Senior Management experience in property management, asset management or related field, with a proven track record of leadership and strategic planning.  You will be able to demonstrate a thorough understanding of the statutory and regulatory frameworks which both underpin property services and local government operations.
