Assistant Director of Legal, Governance and Coroners (Monitoring Officer)

Rochdale Borough Council

One Pioneering Council. One Cooperative Legal, Governance & Coroners Service.

Are you motivated by bringing your legal prowess to our leadership team?

We are passionate about our residents, delivering high quality services to our communities and supporting them throughout their lives. As a part of this vision, we are looking forward to welcoming a new Assistant Director of Legal, Governance and Coroners (Monitoring Officer) to our pioneering Council and working with you to shape a cooperative legal, governance and coroners’ service. In return, you’ll have the opportunity to spearhead innovative ideas, lead from day one, and develop an enabling corporate culture across a broad, diverse and fast-paced service area, integral to the effective delivery of the Council’s highest priorities.

About the Role

As a member of the Council’s Leadership Team, you will have the opportunity to provide strategic leadership, performance management and development across the full breadth of areas within the legal service. Within this role, you will be driving transformational services and ensuring the Borough’s interests are well serviced, protected and promoted whilst addressing the ever-changing needs and demographics of our fantastic borough. As the Council’s Monitoring Officer and Senior Information Risk Owner (SIRO), you’ll have the opportunity to ensure the Council’s statutory obligations are in place, whilst also contributing to the Leadership Team and working towards the achievement of the Council’s strategic priorities and objectives.

This role will give you the opportunity to take the lead, in partnership with Cabinet Members, to ensure the needs and aspirations of our residents are met with the promotion of inclusive services for residents, from a legal perspective. You will deputise for the Director of Corporate Services, leading and supporting corporate initiatives, whilst ensuring appropriate decision making systems and processes are in place. Your high quality legal advice will be listened to across the Leadership Team, Chief Executive, Cabinet and Committees, with the Council’s best interests in legal and governance being at the forefront. You will also have the opportunity to support all our elected members, providing expert advice that facilitates decision making.

This role will also offer you the unique opportunity to develop creative and innovative strategies to contribute to our pioneering organisational transformation programme. You can help us re-shape the Council for the delivery of customer centred services and supporting our residents and communities in everything we do.

About you

We want you to succeed at Rochdale, for yourself, your colleagues and our communities and businesses.

We are looking for a qualified Solicitor or Barrister, with evidence of continued CPD. You’ll bring experience of exercising a monitoring officer role or similar regulatory role in a complex public sector organisation. We are also open to hearing from existing Deputy Monitoring Officers, looking to take the next step in an exciting and vibrant Council. If you can demonstrate a track record of successfully cultivating change in a senior leadership position in local government or a similar regulated environment, then let’s talk.

We are looking forward to meeting you and welcoming you to our fantastic council.
