Job Description

As our Head of Development, you will have the opportunity to play a pivotal role for both the city of Oxford and the Council in shaping and growing the wholly owned development company, Oxford City Housing Limited. This is integral in achieving key outcomes for the City and our residents by increasing the supply and quality of affordable housing, provide a dividend to Oxford City Council, and accelerate both the development company and Council’s net-zero carbon agenda. You will benefit from working directly with our Managing Director, with full responsibility for a cradle to grave development function, whilst working alongside our Head of Sales and Marketing and Finance Business Partner.

You will be provided with a unique opportunity to excel in a young, well performing, and established wholly owned development company with plenty of room for growth in the heart of Oxford, a City with global reputation. From a recent audit, Oxford City Housing Limited received excellent feedback and was described as a strong performing company with the correct process, procedures, and governance in place. Strong foundations have been laid with a development company that is motivated by long-term growth and vision. This is evident from the operational budget which is currently £40m for 2021/22, with the expectation to rise in excess of £500m in 10 years.

Oxford City Housing Limited is in the early stages of our Strategic 10 Year Business Plan, and the performance thus far is truly on track in terms of spend and schemes on site. We are excited to attract the best talent to spearhead a core function in our development company to continue and progress our agenda. Our target is 2000 homes, circa two thirds of which have already been identified. The variety of projects ranges from small city centre sites to large 200/300 home sites, and this variety continues into the types of tenures such as rent, market rent, market sale and shared ownership.

For the individual stepping into this role, relationship building will be key. You will be expected to develop a strong working relationship with our Managing Director, the wider team within Oxford City Housing Limited, and with Oxford City Council’s planning department, housing enabling and regeneration team. This role will require input from various avenues and you will be at the forefront of this.
