Director, Adult Social Care

London Borough of Tower Hamlets

Leading innovative, strengths-based social care that enables residents to live fulfilling and independent lives

Tower Hamlets is one of the UK's most ambitious and diverse local authorities. At the heart of East London, we are committed to delivering outstanding services that empower residents, reduce inequalities and create opportunities for people to thrive.

We are now seeking an exceptional Director of Adult Social Care to lead one of the Council's most important service areas. Reporting to the Corporate Director of Health, Adults and Community, you will provide strategic leadership for adult social care services, ensuring residents receive high-quality, person-centred support that promotes independence, wellbeing and choice.

About the Role
This is a significant leadership opportunity for an experienced social care professional who is passionate about strengths-based practice, service innovation and improving outcomes for vulnerable adults.

You will lead the delivery of adult social care services across the borough, ensuring statutory responsibilities are met whilst driving a culture that focuses on people's strengths, aspirations and capabilities. Working closely with health partners, community organisations, residents and carers, you will help shape integrated services that enable people to remain independent and connected to their communities for as long as possible.

As a senior leader within the Council, you will play a key role in delivering organisational priorities, tackling inequalities and ensuring services remain financially sustainable while delivering excellent outcomes for residents.

This role includes:
Strategic Adult Social Care Leadership
Providing strategic direction and leadership across all adult social care services, ensuring high-quality, legally compliant and outcomes-focused provision.
Strengths-Based Practice and Prevention
Embedding strengths-based approaches that focus on independence, prevention and helping residents remain in their own homes and communities wherever possible.
Integrated Health and Care Services
Working collaboratively with NHS partners, providers and the voluntary sector to create seamless, person-centred services that are experienced as joined-up by residents and carers.
Safeguarding and Quality Assurance
Ensuring robust safeguarding arrangements are in place and maintaining high standards of quality, safety and performance across all services.
Transformation and Continuous Improvement
Driving innovation, service improvement and sustainable transformation to meet current and future needs whilst delivering value for money.

About You
We are seeking an inspirational and values-driven leader with the credibility, expertise and vision to lead complex social care services in a dynamic political environment.

You will bring:

  • Registration as a Social Worker and a relevant professional qualification.
  • Significant senior leadership experience within adult social care or a comparable setting.
  • A strong track record of delivering service improvement, cultural change and improved outcomes for residents.
  • Experience of leading large teams, managing substantial budgets and delivering financially sustainable services.
  • A deep understanding of adult social care legislation, safeguarding responsibilities and strengths-based practice.
  • Experience of working effectively with elected members, senior leaders and external partners.
  • A commitment to tackling inequalities, promoting inclusion and delivering anti-racist leadership.

Why Tower Hamlets?

This is a rare opportunity to lead adult social care services in one of London's most vibrant and diverse boroughs. You will have the opportunity to shape the future of adult social care, influence system-wide change and make a lasting difference to the lives of thousands of residents.

If you are passionate about delivering outstanding care, empowering communities and building services that place people at the centre of everything they do, we would love to hear from you.
