About the Role 
As Head of Asset Management, you will lead a service that shapes the past, present and future of the city. This is one of the largest and most varied asset portfolios in local government, spanning more than six hundred properties and landholdings extending to 9,000 hectares. It includes everything from Leeds Town Hall, currently undergoing a major investment programme, through to leisure centres, offices, community buildings and a significant let out agricultural estate. Alongside this sits a diverse commercial portfolio of around five hundred properties, generating substantial income that supports frontline services.  

You will oversee strategic asset management within our corporate landlord model as well as transactional activity. Your remit covers land and property disposals and acquisitions, the rationalisation of the operational estate and business case investment into our retained properties, and stewardship and growth of income streams. You will be critical to supporting the growth of the city through leveraging the Council's property portfolio, working across the Council and in particular supporting the work across the City Development Directorate.  The service has delivered exceptional results over recent years, contributing nine million in revenue savings and more than thirty million in capital receipts, with a further twenty five million forecast this year and a strong pipeline in place for the future. 

This is a chance to help the council make thoughtful long term decisions about how our estate supports modern service delivery. Leeds is investing where there is clear community or business need, from new community hubs to the relocation of libraries and improvements across the estate. You will also have a key role in joint working with the health sector, neighbouring councils and the West Yorkshire Combined Authority through programmes such as One Public Estate, in addition to working with developers and investors and supporting regeneration activity and the Council's own Council Housing Growth programme.

You will lead a dedicated team of around fifty colleagues, supported by three executive managers. The service carries significant delegated authority, including decisions on leases and disposals, and maintains a strong in-house ethos, whilst commissioning in specialist external advice and support where appropriate. As we look ahead, there are opportunities to strengthen our data, plan for workforce succession and build on solid foundations to create a more integrated, forward leaning service within the Directorate

You will be someone who thrives on relationships, working closely with elected members, senior officers, partners and professional specialists. You will feel at ease supporting transformation and making sure that decisions are grounded in sound reasoning and a clear understanding of service needs. You will enjoy being part of conversations that influences policy, investment, city growth and the way services use and value space.
