Interim Director of Transformation

We are supporting Northwest based local authority on a 12‑month appointment for an Interim Director of Transformation. This role is set to strengthen efficiency, sustainability and future readiness for the council and will involve major resource reorganisation and a renewed focus on delivering the ambitions set out in their Council Plan.

Key Responsibilities:
  • Define the organisation’s vision, mission, and scope of functions with senior leaders and elected members.
  • Establish an outcomes framework and design a Target Operating Model to deliver it.
  • Reshape the organisation with HR/OD, supported by refreshed data, intelligence, and performance frameworks.
  • Lead Directors in delivering short‑term transformation outcomes and developing long‑term plans.
  • Organise the Programme Management Office to drive and coordinate transformation.
  • Ensure strong communication and engagement with public/private partners.
  • Embed resident involvement in service design and planning.

Experience required:
  • Qualified in project/programme and senior management, with ongoing professional development
  • Proven leadership in large-scale change, transformation and complex political environments
  • Skilled in strategy, risk management and translating vision into delivery through people, culture and programmes
  • Strong communicator and collaborator, building effective partnerships and leading multi-disciplinary teams
  • Track record of delivering measurable outcomes, innovative solutions and system-wide improvements
  • Prior experience working in a local authority setting
