Managing Director, Middleton Co-operative Mayoral Development Corporation
Rochdale Borough Council & Greater Manchester Combined Authority
Every so often a role comes along that has never existed before. This is one of them.
Rochdale is the birthplace of the modern co-operative movement. Now Middleton is set to become home to the UK’s first Co-operative Mayoral Development Corporation. It will bring together the powers, resources and long term focus of a development corporation with a different way of working: local people, businesses and partners shaping change together and sharing in its benefits.
What you will help us build
As our founding Managing Director, you will bring the organisation to life and lead it towards launch. Working with the independent co-chairs and a board that brings together elected members, businesses and community voices, you will turn a shared ambition into a clear, costed and deliverable programme.
Together, we aim to deliver around 1,500 new homes, including social and affordable housing; restore and bring Warwick Mill back into use; create new employment space; strengthen the town centre, cultural and evening economy; and improve connections, including links to Mills Hill station and the wider Atom Valley growth area. You will lead land assembly, acquisition and viability work, secure investment from national, regional and private sector partners, and commission and manage the partners who will help turn plans into lasting change.
Co-operative values will shape both what we deliver and how we deliver it. You will create meaningful ways for local people and businesses to influence decisions, use investment to build community wealth and social value, and explore models such as co-operative housing, community land trusts and community ownership. This is regeneration done with Middleton, not to it.
What you will bring
You will bring a strong record of delivering complex regeneration, ideally across mixed use town centres and historic environments, together with real depth in commercial negotiation, land assembly and development partnerships. You will build trust with developers, investors, government, elected members, communities and the board. You will listen well, work openly and turn different perspectives into shared action. Above all, you will believe that the best regeneration gives people a genuine stake and say in the future of their place.
This is a chance to build something from the ground up, prove what people powered regeneration can achieve and create a model that other can learn from.
