Local Government Reorganisation and devolution are moving quickly, and for many people across the sector, the impact now feels much more real. For some, that brings opportunity. For others, it brings uncertainty. For most, it raises important questions about role, direction and career.
That is why we are running this survey again this year.
What we found last year
In 2025, we asked leaders across local government how these changes were affecting them and their organisations. The findings were striking. Sixty-one per cent of senior officers told us they had changed their career plans as a direct result of LGR and devolution. Nearly half saw the reforms as an opportunity to progress. A quarter were already actively looking for their next role.

It painted a picture of a sector in motion. People were rethinking what the next chapter of their careers looked like, and doing so against a backdrop of significant uncertainty about what their organisations would become.

Why we're asking again
A year on, the picture has moved. Decisions have started landing for some areas. A broader timetable — elections in 2027, new councils live from 2028 — is taking shape for many more. And for those still waiting, the questions haven't gone away; if anything, they've sharpened.
This year, we want to understand how the picture is evolving, and what it means for people personally — including how it may be shaping career thinking and future plans. Not just the structural picture, but the human one. How are people feeling now that this is more real than anticipated? What's it doing to how leaders think about their own careers, their teams, and what local government needs from them right now?
Why your view matters
If you are living through this change, your perspective matters. The more we hear from people across the sector, the better the picture we can build of what this period is really like on the ground.
