Independent Review of Council Culture

Royal Borough of Kensington and Chelsea

The Royal Borough of Kensington and Chelsea is seeking an independent person or organisation to lead a review of the Council's culture and behaviours.

This review is a key commitment made in response to the Grenfell Tower Inquiry Phase 2 Report and is an opportunity to help shape the next chapter of the Council's relationship with residents, communities and staff. The work will provide an independent, evidence-based assessment of the Council's current culture, identify where progress has been made, and recommend practical actions to strengthen trust, fairness and resident experience.

This is a unique opportunity to undertake work that matters hugely to bereaved and survivors, residents and to the Council. The review's findings have the potential to influence not only the future direction of RBKC and how it works, but wider thinking across local government about culture, accountability and public service.

We are looking for an individual or organisation that can bring:

  • Demonstrable independence and credibility.
  • Experience of leading reviews, inquiries, organisational assessments or similar complex assignments.
  • Strong understanding of organisational culture, behaviours and change.
  • Expertise in equality, diversity, inclusion and fairness.
  • Experience of working with communities and public services, including in contexts characterised by trauma and a loss of public trust.
  • The analytical and communication skills to turn complex evidence into clear, practical and measurable recommendations.

The successful reviewer will undertake a robust and balanced assessment, drawing on existing evidence, data, resident feedback, engagement activity and organisational insight. It requires someone who understands community engagement, and how to build trust and confidence to stakeholders internally and externally. The work must be evidence-led, fair, transparent and sensitive to the context in which it is being undertaken.
  
We welcome interest from individuals, partnerships or organisations with the right mix of independence, credibility, sensitivity and relevant experience. We are particularly keen to hear from those who can bring strong professional insight alongside an understanding of communities, equality, fairness and public accountability.

The review will begin in September 2026 and conclude with a published report in January 2027. The outcome will be a clear baseline of the Council's current culture, alongside practical recommendations and measures that support continued improvement and accountability. The review's independence will be fundamental throughout
