Different is a national, innovative leadership development programme reshaping the future of senior leadership in local government. With the backing of organisations across the country, we’re building excellent, diverse leaders who truly represent, and connect with, the communities they serve.
This is more than a development programme. It’s an ongoing commitment to reshape leadership in the public sector, ensuring our organisations are led by talented individuals who represent the communities they serve.
Different is led by two trailblazing senior leaders – Deborah Cadman OBE and Meena Kishinani – both of whom have operated at the most senior levels in local and regional government, navigating real-world public sector challenges.
They are supported by Newtrality, a consultancy rooted in sustainable transformation in local authorities, and the experienced recruitment team at Tile Hill who are all committed to tackling the lack of diverse representation in senior local government leadership.
Together, we are committed to removing barriers and accelerating progression for talented leaders from underrepresented ethnic backgrounds.
Why Different?
With 30% of our first cohort already progressing to Corporate Director roles, the results reflect the quality of the programme and support is already creating tangible results that stretch beyond the growth of the individual delegates.

In 2026, the programme will be accredited by the University of Birmingham, reflecting its academic rigour and real-world relevance.
Who Should Apply?
Different is for professionals from global majority backgrounds who are ready to step into bigger roles and make a bigger impact.
We welcome applications from those operating at Tier 3 or Tier 4 leadership level in:
- Local authorities
- Combined authorities
- Central government
