The East Midlands Combined County Authority (EMCCA) is a pioneering, values-led organisation at the forefront of place-based devolution. We are entering an exciting new chapter and are now seeking a visionary Director of Digital to join our senior leadership team.
 
About the role
This is a career-defining opportunity to shape and deliver a truly digital-first organisation. Joining us early in our technology journey, you’ll have the freedom to design EMCCA’s digital strategy, build a new team, and make your mark on how a modern combined authority operates.
 
You’ll balance strategic leadership with hands-on delivery, creating EMCCA’s digital operating model and introducing new ways of working that maximise value for money, empower communities, and enable intelligence-led decision making. From driving digital inclusion and embedding a digital-by-design culture, to ensuring robust governance, excellent customer service and operational resilience, you will set the standard for how a modern combined authority should operate.
 
This isn’t just about technology — it’s about enabling change and shaping future requirements, ensuring our digital capability evolves to meet the needs of our communities and partners while positioning EMCCA as a leader in digital innovation.
 
About you
We’re looking for a strategic, inspiring leader with a proven track record of delivering digital and data transformation within a complex environment. You’ll combine visionary thinking with operational focus, ensuring day-to-day excellence while shaping long-term change.
 
You’ll bring experience of leading large-scale digital and data programmes and working with emerging technologies, including AI. You’ll have a proven ability to build strong partnerships and deliver solutions that maximise value for money while empowering communities. Alongside this, you’ll be skilled at driving continuous improvement and embedding a culture of innovation across complex organisations.
 
Crucially, you’ll bring the confidence, resilience and political acumen to engage stakeholders, build trust and foster collaboration across the region.
