Service Director Regulatory Services, Community Safety and Protection

Rotherham Metropolitan Borough Council

About the Council

Rotherham Metropolitan Borough Council is a borough on the rise.

Backed by strong political leadership, significant investment and a clear commitment to improving outcomes for communities, Rotherham is building a reputation as one of the most ambitious and forward-looking authorities in the region. Major regeneration programmes, growing regional influence and a renewed focus on place leadership are helping to reshape both the borough itself and perceptions of what Rotherham can achieve.

The Council serves more than 265,000 residents and plays a significant role within South Yorkshire through its relationships with regional partners and the South Yorkshire Mayoral Combined Authority. Increasingly outward facing and ambitious, the Council is focused on creating opportunity, supporting growth and ensuring communities are safe, healthy and able to thrive.

We have created a new Service Director role that brings together a broad portfolio of regulatory, community safety and protection services. This is a rare opportunity to help shape both a newly configured leadership portfolio and the future direction of an ambitious borough.

About You

You are an experienced senior leader who understands that effective regulation, community safety and place leadership are fundamental to creating successful communities.

Your background may sit within community safety, public protection, regulatory services, enforcement, emergency planning or another closely related environment. What matters most is your ability to provide confident strategic leadership across high-profile services, navigate complex risks and build effective partnerships that protect residents and strengthen communities.

You will be politically astute, collaborative and resilient. You will have experience of influencing senior stakeholders, managing complex issues and balancing competing priorities while maintaining public confidence and professional integrity.

Most importantly, you will be motivated by the opportunity to shape outcomes. Whether strengthening community safety partnerships, improving regulatory and enforcement services, increasing resilience, enhancing customer experience or leading service transformation, you will want your work to make a meaningful and lasting difference.

About the Role

Opportunities to lead a portfolio of this scale, breadth and influence are uncommon.

As Service Director, Regulatory Services, Community Safety and Protection, you will lead services that are central to protecting residents, maintaining confidence and supporting strong, resilient communities. Your leadership will set the strategic direction for community safety, public protection, regulation and enforcement across the borough.

The portfolio spans regulatory services (licensing, environmental health and trading standards), community safety and enforcement, emergency planning, CCTV, planning and building control. Working alongside experienced professional leaders, you will provide strategic leadership, set clear priorities and bring these interconnected services together to manage risk, protect the public and deliver visible improvements for residents and communities.

A major opportunity within the role will be to strengthen Rotherham’s approach to community safety and public protection, ensuring services respond effectively to emerging risks, local concerns and changing regulatory demands. You will enhance regulatory and enforcement services, support effective emergency preparedness and build influential relationships with key partners including South Yorkshire Police, the Local Resilience Forum and neighbouring authorities. You will also provide strategic oversight of planning and building control, including the development of the new Local Plan, as part of the wider portfolio.

As a member of the leadership team and wider corporate leadership community, your impact will extend beyond your own services. You will help shape corporate priorities, influence strategic decisions and contribute to the next chapter of Rotherham's journey.

For an ambitious leader, this is a chance to step into a role with genuine visibility, regional influence and long term impact. It is an opportunity to shape a newly created portfolio, influence the future of the borough and help deliver outcomes that will be felt across Rotherham for years to come.
